The scale of stakeholder coordination required was considerable. Environment Canterbury, the New Zealand Transport Agency, and a wide range of local community and business groups all had legitimate interests in the outcome — aligning regulatory, operational and public expectations across a project of this nature demanded sustained consultation and careful relationship management throughout. The scope encompassed the development of concept solutions, coordination of local and central government funding, design team procurement and management, securing statutory approvals, and negotiation through to completion of the land acquisitions required for the new site — a breadth of involvement that reflects the complexity and significance of the project.
